Full Upgrade System

Added an upgrade system where you can now:

1. Upgrade the rocket's max health
2. Upgrade the speed that the rocket charges at
3. Upgrade the distance the rocket travels when executing a burst

Also some other little details - if you hold the charge of the rocket for too long, you won't do a burst.  Make sure not to wait too long!
